About the DYP Higher Education Scholarships Program

The DYP Higher Education Scholarships program helps young people with visual impairments continue their university education in Cambodia, offering financial support, guidance, and accessible learning tools.

HES connects academic opportunity with practical solutions so that each student can grow in confidence, complete their degree, and contribute to their community as a role model for other students with disabilities.

Through tailored casework, study planning, and assistive technology for students, HES ensures inclusive pathways for higher education, even for students facing economic or mobility challenges.

What the Scholarship Provides

Tuition & Fees

Support for tuition and mandatory fees at public universities or partner institutions, adjusted to each student’s situation.

Living Allowance

Monthly support to help cover accommodation, meals, local transport, and other essential living costs in the study location.

Assistive Technology

Laptop and smartphone with screen reader, braille or audio tools where possible, plus training on how to use accessibility features for study.

Mentoring & Career Support

Ongoing coaching, self-advocacy skills, and links to internships or employment opportunities with DYP partners.

Who Is HES For?

Cambodian student with visual impairment

Blind or low-vision, with documentation where available.

Finished (or close to finishing) high school

Completed Grade 12 or equivalent, or preparing to do so.

Motivated to study and grow

Shows effort and interest in learning, not only high exam scores.

Needs financial support

Family cannot reasonably cover university and living costs alone.

Positive community attitude

Willing to participate in community activities and be a role model for other students with disabilities.

How students are identified

There is no public online application form. Instead, students are identified through:

  • DYP Learning Center and outreach activities.
  • Referrals from local schools, NGOs, and disability networks.
  • Discussions with families, community leaders, and local authorities.

Selection process

DYP staff use a structured but flexible process to decide on HES support, including:

  • Reviewing school history and teacher feedback.
  • Discussing goals and expectations with the student.
  • Visiting the family where possible to understand the situation.
  • Considering available funds and other DYP commitments.

How HES Supports Each Student

Initial meeting

DYP staff meet the student (and family where possible) to talk about interests, strengths, and worries about higher education.

Study and support planning

Together, they explore what to study, where to study, and what support will be necessary, including accommodation, mobility, and assistive technology.

Decision & agreement

When DYP decides to offer a scholarship, the student and family receive a clear explanation of what is covered and what is expected from both sides.

Follow-up & check-ins

During the study period, DYP keeps in touch to monitor progress, solve problems early, and adjust support where possible.

This process is flexible. Some students may need more time and support before they are ready for higher education; others may move quickly.
